What the Law Says

Under Alaska Statutes AS 08.60.215 and AS 11.76.160, it is illegal to sell or possess a used, detached catalytic converter unless you fall into one of the following groups:

  • You’re a licensed business (like a mechanic, dealer, recycler, or scrap yard), and you’ve registered with the Alaska Department of Public Safety

  • Or you’re an individual with proof of ownership — such as a title, repair invoice, or vehicle registration

All sales must happen in person at a scrap metal dealer’s business location, and detailed transaction records must be kept for at least 5 years.

Possessing or selling a converter without meeting these requirements can lead to misdemeanor charges and forfeiture of the converter.
