What the Law Says

Under A.R.S. § 13-3728, it is generally illegal to sell or possess a used detached catalytic converterunless you meet one of the following exemptions:

  • You’re a licensed automotive recycler, scrap metal dealer, or commercial repair business, acting in the normal course of business

  • You’re selling your own catalytic converter as part of a vehicle repair or replacement, with proper documentation (like VIN, removal date, etc.)

All purchases must be in-person, and buyers must submit transaction records electronically. Cash payments are not allowed for catalytic converter sales.

Unlawful possession of 10 or more converters is a felony in Arizona.

Can You Still Sell Your Converter?

Yes — if you meet the requirements. If you’re a registered business or an individual with clear documentation, you can legally sell your cat in Arizona.
