What the Arkansas Law Says

Two key laws affect catalytic converter sales in Arkansas:

Possession & Theft: Ark. Code § 5-36-126

It is illegal to possess a used catalytic converter unless:

  • You’re the owner of the vehicle, it came from

  • You’re a licensed business (auto shop, recycler, etc.)

  • The converter is permanently marked with the VIN (or linked number) and removal date

Violations can lead to Class C or D felony charges, with additional penalties for repeat offenses.

Sales & Documentation: Ark. Code § 17-44-109

If you’re a buyer of used converters, you must:

  • Be registered with your county sheriff and have a fixed business location

  • Report each purchase in an official state database within 24 hours

  • Keep detailed records for one year, including:

    • Seller’s ID and address

    • License plate of the seller’s vehicle

    • A photo of the converter(s)

    • The VIN or alternate identifier marked on the converter

    • A receipt of the electronic report

Failure to follow these steps can lead to civil fines, misdemeanor charges, or even a Class D felony after multiple violations.
