California Catalytic Converter Laws

Selling Catalytic Converters in California

California has some of the country’s toughest catalytic converter laws—covering emissions standards and theft prevention. But if you legally own your converter and follow state guidelines, you can still sell it.

RRCats helps California sellers ship and sell converters safely and legally.

What the California Law Says

Under California Vehicle Code § 10852.5 and other regulations:

Selling or buying a used catalytic converter is only legal if:

  • You’re a licensed auto dismantler, dealer, manufacturer, or repair shop

  • You’re a core recycler with a fixed business location and records

  • You’re an individual seller who can prove legal ownership — with a title or registration that matches a VIN engraved on the converter

Converters must be permanently marked with the VIN or a traceable ID. Cash payments are not allowed. All transactions must follow CARB emissions rules as well.

⚠️ Selling a converter without proper documentation or as an unlicensed party is illegal in California.

Can You Still Sell Your Converter?

Yes — if it’s OEM and you have the right paperwork. California allows individuals to sell used catalytic converters if they can prove ownership and follow CARB and state guidelines.

At RRCats, we help verify everything and ensure your sale is legal and traceable.
