What the Colorado Law Says

Under Colorado Revised Statutes § 18-13-111 and SB23-009, it is illegal to buy or sell a detached catalytic converter unless specific rules are followed:

  • Sellers must:

    • Be the registered owner of the vehicle it came from or a licensed auto business

    • Provide photo ID, proof of ownership (title or registration), and the VIN

    • Sign an affidavit confirming legal ownership

  • Buyers (like RRCats) must:

    • Maintain a photograph or video of both the seller and the converter

    • Keep transaction records for 180 days

    • Register with the Scrap Theft Alert System

    • Pay by check or traceable method for sales over $300

Violations of these rules can result in misdemeanor charges depending on the value of the transaction.

Can You Still Sell Your Converter?

Yes — if you have the paperwork. Individuals and licensed businesses in Colorado can still sell catalytic converters as long as they follow the legal documentation process.
