Selling Catalytic Converters in Connecticut

Connecticut passed new laws in 2022 to fight catalytic converter theft by restricting who can buy and sell them. But if you legally own your converter — and follow the rules — you can still sell it. RRCats helps you do that the right way.

What the Connecticut Law Says

Under Public Act 22-43 (effective July 1, 2022), and Connecticut General Statutes § 21-11a, selling or buying a catalytic converter in Connecticut is only legal under the following conditions:

  • Only licensed motor vehicle recyclers or dealers may purchase detached catalytic converters

  • Sellers must provide:

    • A valid government-issued photo ID

    • Proof of ownership, such as a title, repair invoice, or bill of sale

    • The vehicle’s VIN, recorded and matched to the converter

  • The converter must be detached in the presence of the buyer, or come from a vehicle legally owned by the seller

  • Buyers must record each transaction, including:

    • Time, date, and location of the purchase

    • Seller identification and documentation

    • Photos of the catalytic converter

  • Cash payments are not allowed — payment must be traceable (check, digital)

Possession or sale without proper documentation may result in criminal penalties under state theft laws.

Can You Still Sell Your Converter?

Yes — if it’s yours and you can prove it. Connecticut allows individuals to sell OEM catalytic converters as long as they have valid ownership documentation and work with a licensed buyer.
