Selling Catalytic Converters in Delaware

Delaware has passed strong laws to crack down on catalytic converter theft — and only certain people and businesses can legally sell them. You can still sell your cat if you meet the requirements and provide the correct documents. RRCats makes that process simple and compliant.

What Delaware Law Says

Under Delaware Code Title 24, Chapter 23, and updates passed in 2023:

  • Only licensed automotive recyclers and scrap metal processors, and their employees or agents, may sell catalytic converters

  • Minors are not allowed to sell catalytic converters

  • Sellers must provide:

    • A valid government-issued photo ID

    • Contact information (name, address, phone number)

    • Proof of ownership, such as a title, bill of sale, or repair invoice

    • A description of the converter, including any serial numbers or markings

    • The date, time, and location of the sale

  • Buyers must:

    • Hold payments for 48 hours

    • Pay by check only, to the licensed individual or entity

    • Conduct sales only between 6:00 a.m. and 9:00 p.m.

    • Complete sales only at a fixed business address

    • Keep detailed records for at least 1 year, available to law enforcement upon request

Possession or sale of a catalytic converter outside these rules is considered a criminal offense, and the converter may be seized as contraband.
