Florida passed sweeping laws in 2023 to fight catalytic converter theft, including the Catalytic Converter Antitheft Act. If you’re a legitimate seller with proper paperwork, you can still sell your cat — and RRCats helps you stay compliant.

What Florida Law Says

Under Florida Statutes § 860.142, § 860.147, and related updates to Chapter 538:

  • Only registered secondary metals recyclers or salvage dealers may purchase detached catalytic converters

  • Sellers must provide:

    • A government-issued photo ID

    • Proof of ownership, such as a vehicle title, bill of sale, or repair invoice

    • Documentation matching the VIN to the converter

  • Buyers must:

    • Maintain full transaction records for 5 years

    • Obtain a signed affidavit confirming legal ownership

    • Pay only by check or traceable electronic method — no cash

    • Submit records if requested by law enforcement

Additional restrictions include:

  • It is a felony to possess, sell, or install a stolen, counterfeit, or nonfunctional catalytic converter

  • Possession of 2 or more detached converters without documentation may imply criminal intent

  • All converter markings (OEM, aftermarket, or owner-applied) must be intact and legible

Violations may result in third-degree or second-degree felony charges.
