Georgia’s laws on catalytic converter sales have become much stricter in recent years — and will tighten further in 2025. If you legally own your converter and follow the rules, you can still sell it. RRCats helps make the process safe, easy, and fully compliant.

What Georgia Law Says About Catalytic Converters

Under O.C.G.A. § 10-1-351 and expanded provisions from Senate Bill 40 (effective July 1, 2025), Georgia regulates the purchase, sale, and possession of used, detached catalytic converters as follows:

  • A “used, detached catalytic converter” is defined as any motor vehicle exhaust system part that contains catalyst metals like platinum, palladium, or rhodium

  • Only registered secondary metals recyclers (per § 10-1-359.1) can legally purchase or solicit these converters

  • All buyers must:

    • Be registered with their county sheriff and maintain proper licensing

    • Collect and record the seller’s ID, proof of ownership, vehicle details, and the date/time of sale

    • Submit certain transactions to the Georgia Bureau of Investigation (GBI) database

    • Maintain full records of each purchase

  • Cash payments are prohibited for catalytic converters

  • A $100 cash limit per seller per day applies to all other regulated metals

  • Sellers must:

    • Provide documentation linking them to the original vehicle (title, invoice, registration)

    • Ensure the converter is not stolen and legally detached

  • Violations are treated seriously:

    • Each unlawfully possessed converter is a separate offense

    • Penalties include fines, criminal charges, forfeiture of converters, and even vehicle seizure

These stricter rules and enforcement provisions go into effect statewide on July 1, 2025, under Georgia Senate Bill 40.
