What Hawaii Law Says About Catalytic Converters

Hawaii law makes it a Class C felony to steal or unlawfully possess a catalytic converter under § 708-836.8. Only authorized businesses may legally buy or sell them, and specific compliance rules are in place to prevent theft and fraud.

Under HRS § 289-9 and Act 88 (2022), licensed buyers must:

  • Verify seller identity with valid photo ID

  • Obtain a signed statement of ownership (or a notarized declaration if no receipt exists)

  • Tag each converter with identifying info, including vehicle details

  • Photograph the converter and seller

  • Keep records for at least 3 years

  • Hold converters for 60 days before resale or recycling

  • Report transactions to the local police department

All payments must be made by check payable to the seller. Cash transactions are not permitted.

Violations can result in criminal penalties, fines, or loss of dealer license.

Can You Still Sell Your Converter in Hawaii?

Yes — as long as the sale follows all state regulations, especially for verification, documentation, and payment.
