What Idaho Law Says About Catalytic Converters

Under Title 54, Chapter 27 of the Idaho Code (updated via House Bill 142 in 2023), catalytic converters are now classified as both nonferrous metal property and commercial metal property. As a result, they are subject to strict recordkeeping and reporting laws.

Key Legal Requirements:

For Sellers (individuals):

  • Must provide:

    • A valid driver’s license OR government ID

    • License plate number of the vehicle used in the transaction

    • A signed declaration affirming the item is not stolen

For Buyers (scrap metal businesses):

  • Must keep a detailed record of every converter transaction, including:

    • Seller’s name and address

    • Date, time, and location of the sale

    • A photograph or video of the seller, item, and vehicle

  • Must retain records for five years

  • Must comply with law enforcement requests without a warrant

  • Must tag and hold any suspected stolen property for up to 5 business days

Enforcement:
Law enforcement can request transaction records at any time, and all scrap yards must comply. Violations can lead to misdemeanor or felony charges depending on the offense.

Can You Still Sell Your Converter?

Yes. Idaho allows individuals and businesses to sell catalytic converters — as long as they:

  • Can prove lawful ownership
