What the Law Says in Massachusetts

Under Mass. Gen. Laws c.266 §148 (effective January 2023):

  • Licensed scrap metal dealers must obtain proof of ID and ownership documentation before acquiring a catalytic converter.

  • They must keep records of each transaction including seller name, address, license plate number, converter description, photograph, price paid.

  • Records must be retained for 3 years.

  • Payments by licensees for transactions over $250 per customer/day or involving 3+ catalytic converters must be by company check (not cash).

  • Licensees may not purchase a converter from anyone other than a commercial enterprise or the vehicle’s owner.

  • Violations can result in civil fines: $300 for first offense, $550 second, $700 each subsequent plus $100 per converter sold illegally.
