What the Law Says in Michigan

Under Michigan’s House Bill 5923 and House Bill 5922 (effective October 2022):

  • Only certain businesses can sell catalytic converters: These include licensed automotive repair shops, recyclers, or individuals providing proof of ownership.
  • Recordkeeping is mandatory: Buyers must document seller ID, vehicle details (make, model, VIN), and converter markings.
  • Payment restrictions: Scrap dealers cannot pay cash for catalytic converters. Payments must be made by check or electronic means.
  • Transaction reporting: Dealers must upload sales records to a statewide database within 48 hours of purchase.
  • Storage and inspection: Dealers must keep converters in a secure location for at least 5 days and make them available for law enforcement inspection.

Violations of these requirements may result in fines or criminal penalties.
