What the Minnesota Law Says

Minnesota law restricts who can legally sell and buy detached catalytic converters. According to Minnesota Statutes § 325E.21, only certain individuals or businesses can sell a used converter, and it must include specific identification information.

To sell a catalytic converter legally in Minnesota, you’ll need:

  • A valid photo ID
  • Proof of ownership (such as a vehicle title or repair receipt)
  • A VIN engraved on the converter or proof of a licensed seller status

Scrap metal dealers in Minnesota are also required to:

  • Record and upload all transactions to the state’s Automated Property System (APS)
  • Keep records for at least 3 years
  • Refuse transactions that involve unmarked, altered, or suspicious converters

Cash payments may sometimes be restricted or prohibited, depending on the seller’s status.
