What the Missouri Law Says

Missouri treats detached catalytic converters as regulated scrap metal under Missouri Revised Statutes Section 407.300. Key requirements include:

  • Sellers must provide a valid photo ID and proof of ownership (such as the vehicle title or bill of sale).
  • Buyers (scrap metal dealers) must record the date/time of the transaction, the seller’s vehicle license plate number, and a full description of the converter, including weight and price.
  • Transactions involving detached catalytic converters must happen at the dealer’s fixed business location, and the converter cannot be altered or destroyed until the dealer has held it for five business days.
  • Records of such transactions must be retained for at least 36 months and must be available for inspection by law enforcement.
  • More recent bills (e.g., Missouri Senate Bill 785 & Missouri House Bill 304) propose even stricter rules, such as monthly reporting and class E felony penalties for unlawful possession or sale of a converter.
