If you’re in New Hampshire and looking to sell a catalytic converter, it’s important to know the state’s laws. New Hampshire has passed legislation to help curb converter theft — but legal sales are still possible if you follow the rules.

What New Hampshire Law Says

Under Senate Bill 188‑FN (effective August 4, 2023) which added § 322:16 to the New Hampshire Revised Statutes:

  • Licensed scrap metal, junk or old‑metals dealers must collect detailed transaction records for catalytic converters, including the seller’s name, address, photo ID, the license plate and VIN of the vehicle used to transport the item, a photo of the converter itself, and the price paid.
  • Records must be retained for 2 years.
  • Dealers can’t purchase a detached catalytic converter from someone who is not the vehicle’s owner or a commercial enterprise; the seller must often provide proof of ownership, year/make/model/VIN of the vehicle it came from.
  • Payment must generally be made via company check (not cash) for these transactions.

Yes! If you legally own your catalytic converter and can provide proper documentation, you can still sell it — even under New Hampshire’s stricter laws.
