New Jersey passed updated legislation in 2023 (S249 / A2210) that redefines how catalytic converters are treated in the scrap industry:

  • A detached catalytic converter is now officially categorized as “scrap metal.”
  • Only licensed scrap metal businesses can buy detached converters — individuals cannot sell them privately without proper documentation.
  • Required documents include:
    • Proof of vehicle ownership (title or registration)
    • A repair receipt, invoice, or bill of sale
    • The vehicle’s VIN
  • Payments must be traceable, and records must be retained by the buyer for law enforcement purposes.
