Selling Catalytic Converters in New York

If you’re in New York and want to sell a used catalytic converter, it’s important to understand the state’s rules. New York has passed strict laws to combat theft — but legal sales are still possible if you follow the right steps.

What the New York Law Says

New York law restricts who can buy and sell used, detached catalytic converters:

  • Only licensed scrap metal processors, vehicle dismantlers, or certified recyclers can purchase detached converters.
  • All sales must be recorded, including:
    • The seller’s government-issued photo ID
    • The year, make, model, and VIN of the vehicle the converter came from
    • The date and time of the sale
    • A description or serial number of the converter
  • Buyers are required to keep records for 2 years and must make them available to law enforcement upon request.
  • Cash payments are prohibited — all payments must be made by traceable methods (check, electronic transfer, etc.).

Can You Still Sell Your Converter?

Yes, if you follow the rules. You’ll need to prove ownership and sell to an authorized business.
