What the North Carolina Law Says

Under recent legislation (including Senate Bill 99 / Session Law 2021‑154 and Session Law 2022‑68), key rules include:

  • A person in possession of a detached catalytic converter is presumed to have committed theft unless they qualify for an exception (e.g., licensed repair shop, vehicle owner).
  • Only licensed secondary metals recyclers may purchase catalytic converters that are detached from a vehicle.
  • Secondary metals recyclers must maintain detailed electronic transaction records for every purchase involving a detached converter, including seller ID, vehicle info, converter description, and seller fingerprint in some cases.
  • Violations can result in a Class I felony for theft of a catalytic converter, and fines (e.g., $1,000 per violation) for illegal purchase/sale transactions.

Can You Still Sell Your Converter?

Yes! Provided you can show you legally own the catalytic converter (proof of vehicle ownership, repair history, etc.), you can sell it — even in North Carolina with its rigorous rules.
