What the North Dakota Law Says

North Dakota’s catalytic converter laws are outlined in North Dakota Senate Bill 2299.

Key points:

  • It is unlawful to buy, sell, or possess a detached catalytic converter unless you’re:
    • A licensed automotive dismantler or recycler
    • A repair business or parts dealer
    • A person providing proof of ownership
  • Buyers must:
    • Record seller ID and contact info
    • Document the serial number and description of the catalytic converter
    • Keep transaction records for at least two years
    • Pay by check or traceable method (no cash sales)
  • Violations may be charged as a Class A misdemeanor or higher if theft is involved.
