Under Ohio Revised Code § 4737.045 and updates via Senate Bill 16 (effective 2022), here’s what you need to know:

  • Only licensed scrap metal dealers can purchase detached catalytic converters.

  • Sellers must provide:

    • A valid photo ID

    • The VIN number from the original vehicle

    • A written affidavit confirming lawful ownership

  • Buyers must:

    • Take photos or video of the seller and the converter

    • Maintain records for at least 1 year

    • Submit certain transactions to a law enforcement-accessible database

  • Cash payments are prohibited for converters — traceable payments only.

Violations can lead to criminal charges, including misdemeanors or felonies depending on the offense.
