Scrap metal dealers can only buy detached catalytic converters from:

Licensed businesses (like auto repair shops or recyclers)

Individuals with proof of ownership (such as a vehicle title, bill of sale, or matching VIN)

Sellers must provide a valid photo ID

Buyers must keep detailed records of all converter transactions, including identifying marks and serial numbers when available

Cash payments are restricted — most must be made by check or electronic transfer

It’s illegal to possess or sell a converter that has no traceable origin

These rules are designed to help law enforcement track stolen parts and discourage theft.

Can You Still Sell Your Converter?

Yes! If you legally own your converter and can provide the right documentation, you’re good to go.
