What the Oregon Law Says

Under Senate Bill 803 (effective Jan 1, 2022), Oregon introduced key reforms:

  • A scrap metal business may only purchase a detached catalytic converter from a commercial seller or the owner of the vehicle it was removed from.
  • The purchaser must record specific information about the transaction — including the vehicle’s make/model/VIN, license plate, seller ID, transaction date, and converter description.
  • Cash payments for catalytic converters are prohibited. Payment must be via traceable method (check, electronic).
  • Laws governing dismantlers and metal dealers (such as ORS 822.137) require retention of records for three years, including stock/yard number, VIN, converter description.

Can You Still Sell Your Converter?

Yes! If you legally own your catalytic converter and can provide the required documentation, you can sell it — even in Oregon.
