What the Pennsylvania Law Says

Pennsylvania law treats catalytic converters as a regulated scrap metal item and sets both criminal and transactional requirements:

  • Under 75 Pa. C.S. § 3723 defines an unlawful taking of a converter as theft, with penalties escalating by value — e.g., a Misdemeanor if the value is under $50, up to a 3rd‑degree felony if $1,000 or more.
  • Recent legislation, such as House Bill 791 (2023) and House Bill 2291 (2022), requires scrap processors and recycling facilities purchasing converters to collect: the year/make/model/VIN of the vehicle the converter came from, a photo of the converter, and a photo of the seller.
  • The same laws require a 48-hour payment hold after a converter purchase, and failure to comply can result in a criminal penalty (e.g., a third-degree misdemeanor) with a minimum fine of $5,000 for non-compliance.

Can You Still Sell Your Converter?

Yes! If you legally own the catalytic converter and can provide documentation showing that ownership and the origin of the converter, you can sell it legally in Pennsylvania.
