  • Detailed transaction records must be kept by the buyer, including photos of the converter and the seller’s ID.
  • Cash transactions are prohibited; payment must be made via check or electronic transfer.

These requirements are part of broader efforts to prevent metal theft and are enforced at both the state and local levels.
