What the South Carolina Law Says

Under South Carolina Code § 16-17-680, only licensed secondary metals recyclers may purchase used, detached catalytic converters. Key requirements include:

  • Sellers must present a valid state-issued ID
  • The catalytic converter must be accompanied by proof of ownership, like a vehicle title or bill of sale
  • Buyers must record and retain transaction details (including photographs, part numbers, VINs, and payment info)
  • Payments for converters must be made by check, mailed to the seller’s recorded address

Unauthorized individuals caught selling or purchasing converters can face criminal charges. These regulations were updated as part of Act 80 (H.3991) in 2021.

Yes — if you meet the requirements. While the rules are strict, private sellers can still legally sell their converters, especially when working with a licensed buyer who handles the paperwork properly.
