What the Tennessee Law Says

Tennessee law requires that anyone engaged in the business of buying or selling detached catalytic converters must:

  • Be a licensed scrap metal dealer, automotive recycler, mechanic, or another authorized business
  • Maintain permanent transaction records and submit a written notice to local law enforcement
  • Only purchase detached converters with documentation proving legal ownership (such as registration or title)

These laws are outlined under Tennessee Code § 62-9 (2024) and were strengthened by legislation enacted in 2021 (source).

These requirements are designed to reduce theft while still allowing legitimate sales to continue.
