Texas Catalytic Converter Laws

Selling Catalytic Converters in Texas

If you’re in Texas and have a catalytic converter to sell, it’s important to understand the state’s regulations. While legal sales are still possible, the laws have become stricter to combat converter theft.

What the Texas Law Says

  • Under House Bill 4110 (effective Sept 1, 2021), any purchase of a detached catalytic converter must include seller documentation: year, make, model, VIN of the vehicle, and title or ownership proof.
  • Metal recycling entities must mark each converter with a unique identifier and keep detailed records including seller ID and converter details.
  • Under Senate Bill 224 (passed 2023), unauthorized possession of a removed catalytic converter is a criminal offence (see Texas Penal Code § 31.21).

Can You Still Sell Your Converter?

Yes! If you legally own the catalytic converter and can provide the required documentation, you may sell it in Texas.
When you work with RRCats, we ensure the transaction complies with Texas law — including tracking, shipment, and payment.
