Under the “HB 38 Amendments” (2022) and Utah Code Title 13, Chapter 32a, key legal requirements include:

  • Buyers of detached catalytic converters must be registered and must upload detailed transaction data into a central database.
  • Transactions must include verified seller ID, seller’s address, a photo or video of the converter, description of the converter (brand, serial number, weight, marks), and any vehicle information if available.
  • The law presumes a detached catalytic converter may be stolen property if it lacks proper documentation or identifying marks.
