Under Vermont statute § 9 V.S.A. 3022:

  • Scrap metal processors may purchase no more than one used, detached catalytic converter per day from the same person (unless that person is a vehicle recycler or repair shop).
  • Anyone transporting two or more detached converters must ensure each is permanently marked with the vehicle VIN and must carry proof of lawful ownership.
  • At time of sale the processor must collect the seller’s photo ID, the vehicle license plate number, a description of the item, and retain detailed records for at least five years.
  • Failure to comply can result in civil penalties (e.g., up to $1,000 for a first offense, up to $25,000 for repeat violations).
