Additionally, under § 59.1‑136.3, a “detached catalytic converter” is treated as a “proprietary article,” requiring buyers to:

  • Collect seller ID and vehicle ID/licence info.
  • Maintain transaction records for a specified minimum period.
  • Submit reports or hold the item when documentation is missing.
