What the Washington Law Says

Key provisions in Washington include:

  • Under HB 2153 (2024) dealers and recycler‑processors must be licensed and converters must carry permanent markings (e.g., last eight digits of the vehicle VIN).
  • RCW 9A.82.180 mandates that any detached catalytic converter removed from a vehicle must be clearly marked with the last eight digits of the originating vehicle’s VIN, and unmarked converters may be seized.
  • RCW 46.70.350 requires vehicle dealers, at the time of sale, to offer or apply the permanent marking to the converter and to disclose to the purchaser if they opt out of the marking.

Can You Still Sell Your Converter?

Yes! You can legally sell a catalytic converter in Washington as long as you are the lawful owner and the converter can be documented and marked as required. Working with a fully compliant buyer like RRCats ensures you follow state law.
