  • Under Wisconsin Statute § 943.23(5): “the catalytic converter” is listed among “major part of a vehicle” that, when removed without owner consent, is a Class I felony.
  • The 2021 Senate Bill 408 created Act 189, which regulates scrap dealer purchases of catalytic converters — setting out seller identification, documentation, and record‑keeping requirements.
