Wyoming Catalytic Converter Laws

Selling Catalytic Converters in Wyoming

If you’re in Wyoming and want to sell a catalytic converter, the process is still relatively straightforward — but there are new laws designed to combat theft. Legal sales are possible as long as proper documentation and buyer registration rules are followed.

What the Wyoming Law Says

In 2023, Wyoming passed House Bill 0098, which created stricter rules for buying and selling detached catalytic converters. Here are the key takeaways:

  • Only licensed scrap metal dealers may purchase used, detached catalytic converters.
  • Sellers must provide:
    • A valid government-issued ID
    • Proof of ownership, such as a vehicle title, registration, or repair receipt
  • Buyers must log and retain transaction records for 1 year, including photos and converter details.
  • The law also bans cash payments for catalytic converters — payment must be made by check, direct deposit, or another method that can be traced.

Can You Still Sell Your Converter?

Yes — if you legally own the catalytic converter and follow the documentation requirements. While Wyoming’s rules are stricter now, individuals and shops can still legally sell converters.
